The development of
manufacturing sector has been given the highest priority since
Pakistan’s founding with major stress on Agro based Industries. For
Pakistan which was one of the leading producer of cotton in the
world the development of a Textile Industry making full use of its
abundant resources of cotton has been a priority area for
industrialization. To day Textile Industry is the major economic
sector of Pakistan and for quite some time it will continue to be
the main driving force in industrial and agricultural area. It
contribute more than 67% of total export earning, accounts for 46%
of total manufacturing and provides employment to 38% of
manufacturing labor force. Availability of basic raw material and
competitive labor cost has played the principal role in the fast
growth of Textile Industry.
To promote development
of a dynamic and competitive Textile Industry has been one of the
priority functions of Textile Commissioner’s Organization. The
development of Textile Sector requires institutional strengthening
and several supporting institutions responsible to market signals
and with full participation of industry Trade Associations and
private sector. Textile Commissioner’s Organization is the
professional body to advise Government on Technical matters relating
to the industry. It is a specialist body maintaining close contact
with the industry and thus serves as a bridge between the industry
and the Government. It is manned with technically qualified people
and enjoys the unique position of interpreting the industry present
problems and future requirements and hence converting it into
Techno-economic recommendations for devising an appropriate Policy
for the smooth performance of the Industry.
In order to revitalize
the Textile Industry establish a solid export base and help the
industry prepare itself for the future challenges when quotas will
be phased out the present Government took initiative to develop a
comprehensive and “Long Term Textile Policy” and launched Textile
Vision 2005. A Federal Textile Board has been constituted to monitor
and coordinate for facilitating the Textile Industry. Textile
Commissioner’s Organization function as Secretariat of Federal
Textile Board.
